Gwilym is a Resilience Officer at Cardiff Council. His principal roles involve emergency, resilience and risk planning pursuant to the requirements of the Civil Contingencies Act. As surface water flooding is one of the principal risks affecting Cardiff, Gwilym has an interest in an integrated catchment management approach to addressing the dangers to the city posed by the effects of climate change on the 3 main rivers that Cardiff sits on. This includes an interest in the opportunities that green and blue infrastructure can achieve as relevant adaptation and mitigation solutions.

 Since Cardiff Council declared a climate emergency in 2019, and the subsequent One Planet Cardiff Strategy vision for a Carbon Neutral City by 2030, Gwilym has been successful in achieving Carbon Literate Organisation status for the council through the training of key staff via the Carbon Literacy Project.
